CMS Final Rule 2024: Key Changes in SNF Payment Policies and Quality Reporting Programs

On July 31, 2023, the Centers for Medicare & Medicaid Services (CMS) announced its final rule under the Skilled Nursing Facility Prospective Payment System (SNF PPS) for fiscal year 2024. The update included new rates and payment policies for this sector.

The 2024 Final Rule is not limited to amendments in the payment rates, but it importantly also incorporates alterations in the SNF Quality Reporting Program (QRP) and the SNF Value-Based Purchasing (VBP) Program, due to be operational from FY 2024.

The QRP is a comprehensive initiative that obligates skilled nursing facilities to report on specific quality measures. These measures help in increasing transparency, promoting accountability, and ensuring that critical health care standards are met.

Simultaneously, the VBP Program is devised as a reward system for nursing homes. It offers financial incentives to those establishments that provide high-quality care to their patients. The objective is to incentivize value over volume, rewarding establishments that prioritize excellent patient outcomes over the sheer number of patients served.

The modifications introduced by CMS via the Final Rule are a testament to the agency’s commitment to ensure that patients in nursing homes receive the best care possible. Through the implementation of these policies, CMS continues its efforts to improve patient outcomes and to foster a healthcare environment that rewards quality and values over bulk treatment distribution.

The legal professionals involved in healthcare law need to understand the implications of this final rule and its impact on nursing facilities’ operation and payment systems. Furthermore, these updates highlight the importance of adhering to regulatory changes in order to improve care for the Medicare beneficiary populace.
