The German prosecutors office has officially charged two individuals, Carsten L and Arthur E, with suspected treason. They were indicted late August for reportedly passing on state secrets to Russia’s Secret Service and are currently in pre-trial detention.
As an officer in the Bundesnachrichtendienst (BND), Carsten L has a professional duty of confidentiality and loyalty to the service. In what prosecutors describe as a shocking act of betrayal, Carsten, in collaboration with business associate Arthur E, devised a plan to transfer BND critical data to the FSB, the Russian domestic intelligence service. A total of nine sensitive documents were allegedly delivered to the FSB through this suspect duo. The transmission process extended over several months, involving FSB-initiated inquiry briefs to the suspects to collect more data.
According to the indictment, the pair received substantial monetary compensation for their treasonous activities. It is estimated that each retrieved at least €425,000 in cash for their services by November 2022. The pair’s arrest followed shortly afterwards, with one being apprehended in December 2022 and the other in January 2023. This alleged treason has posed a significant external security risk for the Federal Republic of Germany.
The charges are part of Germany’s broader strategy to thwart Russian influence within its borders, especially in the ongoing Russia-Ukraine conflict scenario where Germany is providing financial and military support to Ukraine. In a move linked to this plan, Germany expelled more than 30 Russian diplomats accused of threatening national security in spring 2022.
Yet, the investigations are not confined to these individuals. Germany’s security service is currently looking into another individual, known as Thomas H, suspected of providing the Russian Secret Service with sensitive details about the German military’s IT department, where he was employed.
Germany’s intensified counterintelligence efforts are grounded in the context of ongoing geopolitical tensions. A recent report issued by the German Security Service warned of the rise of aggressive Russian espionage operations, fueled by Germany’s support for Ukraine and Western-imposed sanctions against Russia. These factors have escalated Russia’s efforts to extract crucial information from Berlin to be relayed to Moscow.
