Washington’s Climate Commitment Act Seeks Expansion of Carbon Offset Projects

On September 12, 2023, the Washington Department of Ecology, henceforth referred to as ‘Ecology’, initiated a new directive addressing the use of carbon offsets to adhere to greenhouse gas (GHG) emissions limits under the banner of Washington’s Climate Commitment Act (CCA).
According to a recent report, Ecology is considering adjustments to rules “to increase the potential variety of offset projects that can be developed within the cap-and-invest program.”

The proposal indicates a new direction towards broadening the range of offset projects that businesses might develop as part of their commitment to mitigating GHG emissions. The targeting of these modifications is twofold: to provide more compliance pathways for corporations under the CCA and to encourage the development of environmentally-advantageous projects across the state.
