NYISO Unveils FERC Order No. 2023 Compliance Framework: The Role of Interconnection Issues Task Force

Last week, the New York Independent System Operator (NYISO) unraveled its framework for its proposed compliance filing for the Federal Energy Regulatory Commission’s (FERC) Order No. 2023 (184 FERC ¶ 61,054). The unveiling was made to market participants during the inauguration meeting of its newly established Interconnection Issues Task Force (IITF).

As reported by Foley Hoag LLP – Energy & Climate Counsel, this development is the first in a succession that will provide updates on the IITF and NYISO’s Order No. 2023 compliance efforts.

NYISO, an association responsible for managing the electricity grid of New York State, created the IITF with a key objective to address the concerns that numerous stakeholders have raised regarding the regulatory body’s interconnection processes. These concerns have come to fore in light of new and upcoming state policy objectives, increased interconnection queue size, and the resulting system impact studies’ complexity and cost.

FERC Order No. 2023 (184 FERC ¶ 61,054) is a FERC directive that governs inter-regional transmission coordination. Through this compliance filing, NYISO is putting forth its plans to abide by the regulations set forth in Order No. 2023.

This information release marks the involvement of the IITF, signifying an increase in transparency and communication between the NYISO and its stakeholders. Regular updates are expected as the Task Force continues to move forward with compliance with FERC Order No.2023.
