Human Rights Watch (HRW) has issued a report alleging that Rwandan authorities have been infringing civil and political rights, including freedom of speech, with these violations extending to Rwandans living in foreign countries.
HRW detailed the various tactics used by Rwandan authorities to suppress dissent, including assassinations, kidnappings, physical assaults, enforced disappearances, and arbitrary detention. The report included cases of such abuses being perpetrated against Rwandans living abroad.
One such instance involved Révocat Karemangingo, a businessman and member of the Rwandan refugee community in Mozambique. Karemangingo was shot dead near Maputo, the capital of Mozambique, in September 2021. Prior to his death, Karemangingo reportedly alerted Mozambique security forces that individuals affiliated with Rwanda were plotting his murder.
These allegations, however, have been vehemently refuted by the Rwandan government. A government spokesperson countered HRW’s claims as a “distorted picture” of the country’s human rights situation. They asserted that any balanced evaluation of Rwanda’s progress in enhancing its citizens’ rights and well-being over the past 29 years would acknowledge noteworthy advancements.
