PJM Submits Reforms to FERC for Enhanced Grid Reliability and Resource Adequacy

On October 13, 2023, PJM Interconnection, L.L.C. (“PJM”), one of the world’s largest grid operators, submitted dual filings to the Federal Energy Regulatory Commission (FERC) with the objective of enhancing resource adequacy and grid dependability. Notably, these filings pertain to alterations in both its Open Access Transmission Tariff (“Tariff”) and its “Reliability Assurance Agreement” (“RAA”).

These proposed modifications have been designed with the intent to bolster the robustness of power supply, as well as ensure a more reliable and uninterrupted service from the electrical grid. PJM is seeking concurrent acceptance of both filings by the Commission, with the implementation date projected for December 12, 2023.

The implementation of these proposed changes is set to precede the forthcoming Base Residual Auction (“BRA”). The BRA is an essential platform where electricity providers come together to bid on capacity market good to meet consumer demand. Therefore, PJM’s reforms stand to have a significant impact on the proceedings and outcomes of this event.

Information about the detailed content of these proposals, however, remains unavailable presently. Nonetheless, these filings mark an important ongoing effort to maintain and improve upon the critical infrastructure responsible for managing a significant portion of the North American power grid.
