FCC Targets SIM Swapping and Port-Out Fraud to Fortify Mobile Security Nationwide

In a critical move against cell phone scams, the Federal Communications Commission (FCC) took decisive action to tackle the fraudulent practices afflicting wireless phone users nationwide.

On November 16, 2023, the FCC released a Report & Order and Further Notice of Proposed Rulemaking, outlining its adoption of measures aimed at addressing two frequently used techniques by bad actors to gain unauthorized access to victims’ cell phone accounts. Namely, these are SIM swapping and port-out fraud.

SIM swapping is a tactic hackers employ to hijack victims’ mobile phone numbers by tricking their phone providers into transferring the number to a SIM card under control of the bad actors. Conversely, port-out fraud involves the fraudulent transfer of a customer’s phone number to another carrier without their consent.

The actions taken by the FCC signal a significant step forward in the protection of wireless phone users from the illicit schemes of bad actors. By targeting these two commonly used methods for wireless fraud, the FCC is reinforcing consumer security and delivering an assertive blow against fraudulent practices.
