The United Nations (UN) has deployed peacekeepers to the northwest of the Central African Republic (CAR) following a deadly attack that claimed the lives of 23 civilians last week. The attack, occurring at the Nzakoundou village, was allegedly orchestrated by the 3R rebel group, as reported by the UN.
In response to the tense security situation and to assure the smooth supply of humanitarian aid, peacekeepers have been moved to the area. As stated in a UN report, the peacekeeping taskforce is part of the UN Multidimensional Integrated Stabilization Mission (MINUSCA) and was initially authorized by the UN Security Council in 2014. MINUSCA’s mission involves protecting civilians during instances of human rights crises.
Following the recent attack, the Force Commander Lieutenant of MINUSCA, General Humphrey Hyone, visited the conflicted region and conducted an aerial assessment over Nzakoundou. The region has been enveloped in ongoing conflict due to political tensions in recent years.
On December 21, 2023, the UN unanimously adopted Resolution 2719 relating to the financing of African Union peace operations. A statement from the Secretary-General suggested that the resolution would help address a significant void in the international peace and security setup while bolstering efforts to prompt peace and manage security challenges within Africa.
Incidents of conflict and violence are not unfamiliar to the region. In July 2017, Human Rights Watch documented a series of war crimes committed by rebel forces in the CAR over a 30-month period. The documented crimes included civilian fatalities, home destruction, and forced evictions. Furthermore, in 2021, Chadian defense ministry accused the CAR’s military personnel of committing war crimes by attacking a military outpost, causing casualties, and subsequently executing five kidnapped soldiers. Earlier this year, the US Deputy Representative to the UN publicly condemned the Wagner Group, a Russia-backed paramilitary organization accused of exacerbating security concerns and committing various human rights violations throughout West Africa.
