California’s Renewed Push for Big Tech Payment Reform in Journalism Preservation

California lawmakers are making renewed attempts to compel Big Tech firms, including notable entities such as Google and Meta, to render payment for news content. These efforts come as a continuation of initiatives that saw stiff opposition in 2023. The seminal proposal in this campaign is the California Journalism Preservation Act (

A.B. 886

), introduced by Assemblymember Buffy Wicks.

Despite successfully passing the Assembly, the bill was temporarily shelved by Wicks in July in view of garnering further insights and making necessary modifications. Presently, it is expected to incorporate these changes and criticisms in a revised measure for 2024. Wicks has signaled her anticipation of a revised draft of the bill by summer, thereby renewing her advocacy for the cause.

While the proposed legislation aims to force tech giants to share revenue with news organizations, it has not been bereft of controversy. Meta, for instance, has expressed its intent to block news in California if the bill gets ratified.
