Evolving Legal Landscape: Former Everbright Chair’s Arrest Indicates China’s Intensified Crackdown on Corruption

Tang Shuangning, the former Chairperson of China’s state-owned banking giant Everbright Group, faces arrest on charges of embezzlement, accepting bribes, and “privately reading publications with serious political problems,” according to an announcement by China’s Supreme People’s Procuratorate. China’s ongoing efforts to address corruption at various levels have intensified over recent years, as reflected by Shuangning’s arrest. This incident follows his expulsion from the Chinese Community Party for “serious violations of disciplines and laws”. (Global Times)

This stunning development comes following Shuangning’s decade-long leadership at Everbright Group from 2007 to 2017, a period that coincided with a domestic economic boom. However, the bank fell under increased scrutiny from state regulators towards the end of the decade, illuminating several corruption scandals.

This is not the first instance where a top official from Everbright has faced allegations of corruption. In 2019, Chen Shuang, the then-chair of Everbright, resigned and was subsequently investigated by China’s Central Commission for Discipline Inspection (CCDI), without any further public updates provided on the case. In a similar vein, Shuangning’s case is also under investigation by the CCDI, and charges were brought against him following a referral from the National Commission of Supervision. These patterns of corruption seem to underscore Chinese President Xi Jinping’s recent crackdown on corruption within the country, which saw a significant increase in 2023. In fact, Former Bank of China chair Liu Liange was also arrested following an investigation by the CCDI in October 2023.
