The Ukrainian Defense Ministry announced on Friday that it has suspended senior official Toomas Makhkur. This news follows an announcement by the Security Service of Ukraine (SSU) exposing an embezzlement scheme within the ministry. The Ministry took this action upon request from Deputy Defense Minister Ivan Havryliuk, according to an official statement.
In January, the SSU shared that it had unearthed an embezzlement operation involving both current and former ministry officials and a weapons firm, Lviv Arsenal. The report elaborated that the Ministry, in connivance with Lviv Arsenal, carried out a false artillery sale using state funds. Details suggest that the ministry got its supplies from Lviv Arsenal, but arms were never supplied whilst the funds allocated for this transaction ended up in an account managed by an entity associated with Lviv Arsenal. The SSU has noted that the individuals involved could face up to 12 years of imprisonment.
This is not an isolated incident as the Ukrainian government has contended with similar corruption issues amidst its ongoing conflict with Russia. There were several instances in 2023 where ministers were dismissed from their positions as part of an anti-corruption drive. Additionally, the SSU leveled criminal charges related to money laundering and fraud against Ihor Kolomoisky, a prominent tycoon, over his oil and gas holdings. The National Anti-Corruption Bureau of Ukraine announced investigations into two unidentified lawmakers for presumably attempting to bribe reconstruction officials, continuing their fight against corruption.
Despite these challenges, Ukraine improved its position by 12 places, ranking 104th out of 180 countries, in Transparency International’s Corruption Perceptions Index in 2024.
