The Biden administration has recently announced that it is seeking comments regarding the risks and benefits associated with artificial intelligence models that possess widely available model weights. These model weights, key components of AI systems, could produce consequential outcomes impacting national security. Bloomberg Law reports this administration’s solicitation for public opinion as part of a broader trend towards monitoring and regulating the increasingly influential AI industry.
A common attribute of these aforementioned “open-weight” models is their capacity to make AI accessible and customizable to various stakeholders like small-scale enterprises and research institutions. Such accessibility, however, can also expose potential risks, particularly in the field of national security, as the simplification in model customizability may inadvertently promote the elimination of vital safeguards.
The National Telecommunications Information Administration, part of the U.S Department of Commerce, is mainly interested in gaining insights into issues including the potential hazards of publishing model weights, national security risks related with open models, and determining the government’s role in regulating the availability of such models. The request for public comment is in line with the Biden administration’s 2023 executive order on AI.
Alan Davidson, Assistant Secretary of Commerce for Communications and Information and NTIA administrator, highlighted the necessity of taking safety challenges into account whilst fostering competition and innovation through open-weight AI models. Davidson has emphasized the importance of balancing innovation and security in the context of AI technologies. Alongside domestic procedures, the White House is supposedly coordinating with foreign entities to formulate guidance for overseas-based open-weight AI models.
This appeal for public insights is scheduled for a period of 30 days. Stakeholders and interested parties are encouraged to provide their thoughts and help chart an effective policy path that can ensure both safety and innovation.
