Ex-Diplomat Signals Guilty Plea for Espionage, Acting as Cuba’s Foreign Agent

Victor Manuel Rocha, a former U.S. diplomat and senior international business adviser at Foley & Lardner’s Miami office, has indicated his intention to plead guilty on federal charges of acting as a foreign agent for Cuba. The charges arise from allegations of espionage on behalf of the Cuban government, with Rocha’s admission following his arrest back in December.

Rocha, who had also previously served as a U.S. ambassador to Bolivia, was arrested after he met with an undercover FBI agent at least three times during 2022 and 2023.
