Russian Forces Accused of Executing Surrendering Ukrainian Soldiers: Human Rights Watch Investigation

According to a report by Human Rights Watch (HRW), Russian forces appear to have carried out the execution of Ukrainian soldiers who were attempting to surrender. This report, which was released on Thursday, suggests that these incidents have been occurring since December 2023, as detailed in a HRW report.

In its report, HRW analyzed five separate instances where it is purported that Ukrainian soldiers presenting signals of surrender were subsequently executed by Russian forces. These investigations chiefly relied on a detailed study of available video footage. The first four probes analyzed video clips, inferring from them the Ukrainian soldiers’ intent to capitulate. Additionally, HRW noted telltale markings of red tape on the arms and legs of the enemy soldiers, identifying them as Russian forces. The fifth investigation considered a video interview featuring a surviving Ukrainian soldier, as well as interviews with family members of some victims.

International Humanitarian Law, in matters pertaining to war crimes, stipulates that soldiers surrendering to the enemy are to be regarded as hors de combat, rendering any attack on them explicitly unlawful. This principle of law is underlined in the conventions of the International Committee of the Red Cross.

Unfortunately, the conflict between Russia and Ukraine has impacted not only military personnel but civilians as well. Since the Russian incursion into Ukraine in 2022, there has been a significant detrimental effect on civilian life. As the Office of the United Nations High Commissioner for Human Rights (OHCHR) reported, conflict-related violence in Ukraine caused the deaths of at least 429 civilians and injury to approximately 1,375 others between December 2023 and February 2024.

As part of the research study, HRW sent a written request to Russian Defense Minister Sergei Shoigu, demanding more information about these alleged executions. However, as of the report’s publication date, no response has been received. You can read more about this developing story on Jurist.org
