The Northern District of Texas federal trial court will implement a delay in the transfer of civil cases ordered to be sent out of the Fifth Circuit’s jurisdiction starting from September 3. According to a newly posted local rule, any order that transfers a case to a district court outside the Fifth Circuit will be stayed for 21 days unless all affected parties agree to the transfer.
