A formal complaint was recently filed by the Advisory Committee on Judicial Conduct against Elizabeth Municipal Court Judge Richard Obuch, alleging a series of inappropriate behaviors, including inappropriate physical contact with three female employees of the Rahway Municipal Court. These incidents reportedly occurred during the Union County Municipal Court Judge’s Association holiday party on December 14. The complaint asserts that Judge Obuch became intoxicated swiftly upon his arrival and subsequently engaged in unbecoming conduct, making sexually suggestive remarks and inappropriately touching the women.
Further allegations detail Judge Obuch’s conduct during a photo booth session at the party, where he invited himself into photos and allegedly kissed the female employees without their consent.
