Energy Department Enlists Legal Experts to Scrutinize Expanding $400 Billion Loan Program Office

The Energy Department’s Office of Inspector General (OIG) is actively seeking external legal assistance to conduct a review of the agency’s Loan Program Office. This move is in response to a government contracting notice issued on June 11.

According to the notice, the OIG plans to award a sole-source contract to the Robert Rabalais Team. Robert Rabalais is a former senior energy finance lawyer associated with distinguished law firms Vinson & Elkins and Simpson Thacher. The aim is to provide much-needed legal expertise to assist the OIG in their comprehensive review of the Loan Program Office.

This review comes amid significant growth in the Department of Energy’s loan authority, which has expanded tenfold to $400 billion. The expansion has brought increased scrutiny and calls for greater oversight. Notably, Senator John Barrasso has previously urged an Inspector General probe into the loan office’s operations, citing concerns about transparency and efficiency in the loan approval process.
