The missile attacks that struck Ukraine on Monday morning were likely the result of a direct hit from Russia, according to Danielle Bell, the head of the Human Rights Monitoring Mission in Ukraine. Bell’s remarks were made on Tuesday, following the analysis of video footage and an on-site assessment. However, she emphasized that further investigations are required to confirm these findings (UNOG Newsroom).
Among the affected areas was the Okhmatdyt children’s hospital, one of the most distressing targets since the invasion began. Bell highlighted the presence of 670 child patients and over a thousand medical staff during the attack. On the same day, the Kremlin asserted that the children’s hospital was not targeted by Russia but was hit by Ukrainian anti-missile fire (Reuters).
Bell explained that video footage of the attack reveals the technical specifications of the weapon used, indicating a direct impact rather than mid-air interception. Military experts present at the site also noted damages that are consistent with a direct hit. She cautioned that comprehensive investigations could take years to complete.
The missile strikes occurred in densely populated areas, targeting critical infrastructure, including Ukraine’s largest children’s hospital and essential energy facilities. These strikes have resulted in the deaths of dozens and injuries to hundreds more (JURIST). Jeremy Laurence, UN Human Rights Spokesperson, urged influential parties to halt the attacks immediately, stressing the need to protect civilians and adhere to the rules of war. He called for a thorough and independent investigation to hold those accountable for these attacks.
Earlier in July, the United Nations High Commissioner for Human Rights (OHCHR) published a report on the human rights situation in Ukraine. The report concluded that Russia’s intensified military operations have led to a rise in civilian casualties and significant damage to civilian property and infrastructure. The deployment of powerful air-dropped bombs and missiles in populated areas was highlighted as a major cause of civilian harm (OHCHR).
