California State Bar Moves Forward with $8.25 Million Kaplan Exam Contract Amid Financial Strain

The California State Bar is poised to move forward with plans for the development of a new licensing exam. The bar’s governing body has given authority to its chair and the executive director to negotiate and possibly approve a five-year contract worth $8.25 million with Kaplan NA LLC. This step comes as the state bar’s admissions fund faces potential insolvency by 2026.

The new licensing exam is projected to save millions annually for the bar, which is critical given its financial challenges. However, the proposed contract with Kaplan carries a higher price tag than previously expected. The state bar initially floated a figure of $7.4 million in documents released in May. The plan, which outlines replacing the Multistate Bar Exam, had been temporarily paused due to copyright concerns.
