Ukrainian Deputy Energy Minister Arrested in Expansive Bribery Probe

The Security Service of Ukraine (SSU) has announced the arrest of Ukraine’s Deputy Minister of Energy, Oleksandr Kheil, as part of an expansive bribery and corruption investigation. Alongside Kheil, three other suspects were detained: a private energy trader, the head of an energy company, and the head of a mining company based in the Donetsk region. The suspects were implicated in a scheme involving a $500,000 bribe intended to facilitate the transfer of mining equipment from a state-owned coal company to the western part of Ukraine, according to the SSU statement.

The SSU cited intercepted conversations as evidence, corroborating the involvement of the suspects. The Ukrainian Ministry of Energy issued a statement affirming its cooperation with the SSU to ensure a thorough investigation. In an interview with POLITICO, energy sector expert Olena Pavlenko noted that this investigation could shed light on issues within the energy industry.

The allegations against Kheil and his associates focus on their efforts to relocate equipment from the Donetsk region, a conflict zone where control is contested between Ukrainian and Russian forces. This region’s instability has led to heightened security risks, further complicated by Russia’s systematic destruction of energy infrastructure, as reported previously.

All four suspects face charges under Part 4 of Article 368 of the Ukrainian Criminal Code, which pertains to the acceptance or solicitation of unlawful benefits by an official. If convicted, they could each face up to 12 years in prison and property confiscation. According to Article 62 of the Ukrainian Constitution, all defendants are presumed innocent until proven guilty by a court of law.
