FIFA to Investigate Alleged Human Rights Violations in Israeli Football After Palestinian Petition

The FIFA Council has accepted a petition from the Palestinian Football Association (PFA), initiating an investigation into alleged human rights violations and discrimination within the Israel Football Association. This investigation will be conducted by the FIFA Disciplinary Committee, which will scrutinize claims of discrimination, while the FIFA Governance, Audit and Compliance Committee examines the participation of Israeli football teams said to be operating in the territory of Palestine.

According to FIFA’s Disciplinary Code, established guidelines highlight their commitment to eradicating all forms of discrimination, including racism and xenophobia, within the sport. Article 15, Chapter 2 of the Code provides FIFA with the authority to implement punitive measures, which can range from fines and match suspensions to the exclusion of individuals or organizations from competitions. For further details on this framework, refer to FIFA’s Disciplinary Code.

FIFA President Gianni Infantino expressed a commitment to due diligence on what he described as “a sensitive matter,” ensuring that the council’s actions are guided by independent expert advice. This move follows the PFA’s request at the FIFA Congress in Bangkok for the suspension of its Israeli counterpart, citing alleged violations of FIFA’s anti-discrimination regulations.

Initially, FIFA had planned an extraordinary council session by July 20 to review the findings of an independent legal analysis. However, the deadline has been extended to allow legal experts more time to complete their report, as reported by AP News.

The intricate relationship between sports and politics is not unprecedented in this region. Historical precedents include Israel’s expulsion from the Asian Football Confederation in 1974 due to tense inter-state dynamics, particularly following the Six-Day War in 1967. Subsequently, Israel transitioned to the Union of European Football Associations. Since joining FIFA in 1998, following the Oslo Accords, Palestine has sought equality within the framework of international football, alongside other non-sovereign FIFA members.
