Israel Bans UNRWA: New Legislation Draws International Criticism and Humanitarian Concerns

Israel’s recent enactment of a law banning the United Nations Relief and Works Agency for Palestine refugees in the Near East (UNRWA) has sparked significant controversy. The decision has led to condemnation from Amnesty International, which characterized the law as a criminalization of humanitarian aid. Agnès Callamard, Secretary General of Amnesty International, stated that this prohibition represents a serious attack on the rights of Palestinian refugees and could exacerbate the already dire humanitarian conditions in the region.

The Knesset’s approval of the legislation on Monday marks a major shift in policy, as it not only bans UNRWA’s operations within Israel’s borders but also nullifies the Comay-Michelmore Agreement of 1967, which had facilitated UNRWA’s activities in Israel. This move has raised concerns among several nations and international entities, including the European Union and countries like the United States and Ireland, regarding the potential humanitarian and legal repercussions for Palestinians.

The ban comes in the wake of allegations by the Israel Defense Forces (IDF) that several UNRWA staff members were involved in the October 7, 2023, Hamas attacks, with claims suggesting a number of their personnel are affiliated with Hamas. These claims have been contentious, leading to the dismissal of certain UNRWA employees, as reported by UNRWA and acknowledged by the UN Office of Internal Oversight Services.

Critics, including Yuli Edelstein, Chairman of Israel’s Foreign Affairs and Security Committee, argue that UNRWA has failed in its mission, accusing the organization of perpetuating the refugee status of Palestinians and promoting hatred. However, proponents of the agency point out its significant role over the last 75 years in supporting millions of refugees in the region, emphasizing its crucial work in places like the Gaza Strip amidst the ongoing conflict.

This legislative development is part of a broader geopolitical context, occurring against the backdrop of prolonged conflict and a stark humanitarian crisis affecting Palestinian civilians. Recent reports indicate that hostilities persist, with over 100,000 Palestinian civilians trapped in a humanitarian disaster exacerbated by Israeli military actions in Northern Gaza, as covered by Reuters.
