Supreme Court to Review Louisiana’s Congressional Map Amid Voting Rights Act Challenge

The United States Supreme Court is set to hear arguments in a pivotal case concerning the congressional district map of Louisiana, which includes two Black-majority districts within the state’s six districts. This comes after an order was issued on Monday. However, the date for these oral arguments has yet to be announced.

The case is the latest in a series of legal challenges concerning Louisiana’s district map, particularly its compliance with the Voting Rights Act (VRA). The plaintiffs argue that the map violates Section 2 of the VRA, which prohibits voting discrimination based on race. The plaintiffs have claimed that the map was designed to segregate voters based on race, resulting in two majority African American voting districts and four majority non-African American districts, allegedly disregarding traditional redistricting principles.

In early 2024, the Louisiana legislature adopted the revised map after the Supreme Court effectively nullified a prior map in late 2023. A subsequent order by the Court in May 2024 allowed for the use of this map in the upcoming elections, despite a earlier federal judge’s decision that mandated redrawing the map for non-compliance.

The challenges are not without precedent; a previous iteration of Louisiana’s congressional map was invalidated due to similar Section 2 violations. In that instance, a district court found that the map’s creation of just one Black-majority district was inconsistent with the constitutional rights of Black voters, who make up approximately 30% of the state’s population. The resulting victory for Black activists and civil rights organizations reinforced the need for equitable representation under the Voting Rights Act.

The current map has also faced scrutiny, drawing objections from a group of white voters who filed suit alleging that the map constitutes racial gerrymandering. The Supreme Court’s upcoming review of this case will serve as another critical assessment of the balance between race and legal redistricting guidelines in U.S. electoral processes.
