Amnesty International has recognized Grigory Melkonyants, co-chair of the Russian election watchdog Golos (“Voice”), as a prisoner of conscience, highlighting the ongoing pressures faced by civil society in Russia. Melkonyants was arrested on August 17, 2023, prior to the federal and local elections and the 2024 presidential campaign. He faces charges of “organizing the activities of an undesirable organization,” which carry the threat of up to six years in prison if convicted.
Amnesty International contends that both the prosecution and arrest of Melkonyants were politically motivated, a position articulated by the organization’s Deputy Director for Eastern Europe and Central Asia, who stated that his continued detention constitutes “an affront to justice and human rights.” The group points to alleged violations of Melkonyants’ civil rights post-arrest, including the right to a fair trial and extended detention periods beyond what’s permitted under Russian law.
This legal plight illustrates a broader issue with Russia’s legislative measures targeting civil society. The Golos Association, which Melkonyants co-chairs, was one of the initial entities to be branded as a “foreign agent” under Russia’s expansive legal framework curtailing the operations of NGOs. This framework has been criticized by the European Court of Human Rights for violating key rights protected under the European Convention on Human Rights. Notably, Russia withdrew from the Convention in 2022 amid international isolation following its invasion of Ukraine.
Golos has expressed that the clampdown on its activities is an effort to suppress public oversight during crucial elections, including the upcoming presidential elections in March 2024. In an official statement, Golos stated that “[t]he true purpose of this attack is to hinder public observation during the single voting day in September 2023 and presidential election in March 2024.” The watchdog has previously voiced concerns over the integrity of these elections, labeling them as unconstitutional.
