A recent report from the New York Unified Court System’s 49-member Judicial Task Force on Mental Illness outlines several recommendations to better address the mental health needs of justice-involved individuals. Key among these proposals is a suggested two-year pilot program aimed at increasing judicial involvement in assisted outpatient treatment proceedings across selected counties.
The task force aims to empirically evaluate whether the new approach can reduce hospitalization, criminalization, and homelessness more effectively than current methods. The report also suggests that such a pilot might clarify whether this model is a cost-effective use of judicial resources.
Additional recommendations include initiating a yearlong planning process for creating mental health courts within the Family Court system and setting up regional mental health courts in low-volume counties. The group has also called for an internal dashboard to improve the management of competency cases and updated the CPL Article 730 examination order form to include updated psychological terminology and gender-neutral language.
