Human Rights Watch (HRW) has released a report detailing Russian drone attacks on Ukrainian civilians in Kherson as violations of international law. These actions have been characterized by HRW as potential war crimes and crimes against humanity. The report provides evidence from survivors, witnesses, and video documentation from Russian Telegram channels, painting a troubling picture of the situation on the ground.
The HRW report highlights that these drone assaults, executed with modified commercial drones, demonstrate a clear intent to cause harm to civilians. Belkis Wille, associate crisis, conflict, and arms director at HRW, expressed that the camera-equipped drones leave “little doubt of the intent to kill, maim, and terrify civilians.”
From June to December 2024, at least 45 deliberate drone attacks were documented, resulting in nearly 500 civilian injuries and 30 fatalities. The attacks have severe repercussions on local communities, prompting a significant exodus of the population, particularly affecting vulnerable groups such as the elderly and those with restricted mobility.
Beyond civilian casualties, HRW indicates that the drone strikes have targeted healthcare facilities, ambulances, rescue workers, and essential services like grocery stores. These actions contravene international humanitarian law, including the principles outlined in the Geneva Convention relative to the Protection of Civilian Persons in Time of War. The targeted nature of these attacks against both civilians and emergency services amplifies the gravity of the situation.
HRW has urged the international community to take effective measures to enforce international humanitarian law, including the prosecution of war crimes. They also encourage collaboration with commercial drone manufacturers to prevent the misuse of drones for unlawful purposes.
