UN Expert Criticizes Pakistan’s Prison Conditions for Bushra Bibi Khan, Citing Human Rights Violations

The UN Special Rapporteur on torture recently voiced serious concerns regarding the detention conditions of Bushra Bibi Khan, wife of former Pakistan Prime Minister Imran Khan. The detention is allegedly failing to meet international human rights standards, prompting demands for immediate improvements to her conditions. According to UN expert Alice Jill Edwards, Bushra Bibi Khan has been held in a small, unhygienic cell lacking proper ventilation, where she endures frequent electricity cuts. The conditions reportedly include being provided with unclean water and inedible food, contributing to her significant weight loss and various medical complications such as infections and stomach ulcers.

Additionally, reports indicate that Bushra Khan has suffered near-total isolation, deprived of family visits, and access to legal counsel and personal medical care. This situation raises concerns about her physical and mental well-being, with potential long-term harmful effects if conditions do not improve. The UN rapporteur emphasized Pakistan’s obligation under international law to ensure her health and well-being while detained.

Under the UN Body of Principles for the Protection of All Persons under Any Form of Detention or Imprisonment, the dignity of detained individuals must be respected, avoiding any torture or cruel treatment. Moreover, the Nelson Mandela Rules specify essential health requirements for prisoner accommodations, taking into account climate, lighting, and ventilation, and affirming rights to family visits and legal assistance.

Bushra Bibi Khan’s incarceration stems from multiple criminal convictions, the latest being a 17-year sentence related to the sale of state gifts. Earlier in January, she received a seven-year sentence related to the Al-Qadir corruption case. These charges arose post-2022, following the removal of Imran Khan from the premiership, who himself has faced legal challenges, including imprisonment on charges of treason and corruption. Both Imran and Bushra Khan have consistently rejected the accusations as politically motivated.

These developments come amid broader concerns over the treatment of former Prime Minister Imran Khan, whose own detention has drawn international scrutiny. Both the UN and various human rights organizations have underscored the need for compliance with international standards to prevent allegations of mistreatment amounting to torture.
