Thailand and Cambodia Formalize New Ceasefire Agreement to Resolve Border Dispute

Thailand and Cambodia have recently signed a new ceasefire agreement, effectively aiming to resolve weeks of military conflict over the contested border regions. The agreement was inked by Thai Defence Minister General Natthaphon Narkphanit and Cambodian Deputy Prime Minister Tea Seiha during a special meeting of the General Boundary Committee (GBC). The ceasefire stipulates an immediate cessation of hostilities, effective from noon on December 27, 2025. In accordance with the Kuala Lumpur Joint Declaration of October 2023, Thailand agreed to return 18 Cambodian soldiers after 72 hours of continuous peace. The agreement also places restrictions on troop movements, emphasizes the importance of refraining from provocative actions, and encourages joint humanitarian demining efforts. Both nations have reiterated their commitment to the Ottawa Convention, which bans anti-personnel mines.

The accord has garnered support from the international community, with Malaysian Prime Minister Anwar Ibrahim applauding the decision as a necessary step to protect civilians. This bilateral understanding follows a long-standing border dispute rooted in colonial-era treaties, particularly concerning the 11th-century Preah Vihear temple. Despite a 1962 International Court of Justice ruling, later reaffirmed in 2013, which declared the temple as Cambodian, tensions have lingered due to nationalist sentiments within Thailand.

The recent tensions escalated after a previous ceasefire, brokered by the United States and Malaysia, collapsed in November following a landmine incident that injured Thai soldiers. This led to a humanitarian crisis, with 40 civilians impacted and 800,000 displaced. The situation prompted a call from the ASEAN Foreign Ministers for a swift return to diplomatic dialogue, reinforced by the presence of the ASEAN Observer Team.
