The Ugandan authorities, acting through the Uganda Communications Commission (UCC), instructed telecommunication firms to suspend internet services nationwide just days before the elections. This decision conflicts with article 9 of the African Charter on Human and Peoples’ Rights and the Declaration of Principles on Freedom of Expression and Access to Information.
