Reports by several news outlets, including a detailed account by a French investigative group, highlighted how certain states exploit this system to target political dissidents and human rights activists. Notably, less than 10% of Interpol’s active 86,000 red notices are publicly disclosed, masking potential abuses as observed recently.
Russia, Peru, and Tajikistan are among the countries with the highest number of active red notices, raising questions about the legitimacy of these alerts. Interpol’s own oversight body, the Commission for the Control of Files (CCF), canceled at least 322 red notices in 2024, indicating the system’s vulnerabilities to unjustified listings. The practice of using Interpol’s networks for tracking individuals abroad, circumventing notices that can be challenged, further compounds concerns.
A poignant example of the system’s impact is seen in the story of Russian dissident Igor Pestrikov. After refusing to comply with governmental demands in 2022, Pestrikov faced severe personal and financial restrictions due to a red diffusion, which was only lifted after his challenge to the CCF proved its political nature.
In response to these reports, Amnesty International has called on Interpol to enhance its transparency and accountability. Erika Guevara Rosas, from the organization, criticized Interpol’s repeated failures in ensuring states’ legitimate use of red notices, advocating for reforms to prevent states’ political agendas from corrupting international justice. While Interpol acknowledged the criticisms, it attributed some misunderstandings to factual inaccuracies regarding its operations. Details also emerged of UN experts accusing El Salvador of manipulating red notices to target exiled human rights defenders, illustrating a concerning trend of transnational repression.
