Minnesota Launches Truth Council to Examine ICE Operations Amidst UN Endorsement

The recently established Minnesota Truth Council has drawn attention following an endorsement from the United Nations Human Rights Office of the High Commissioner (OHCHR). This endorsement has amplified calls for similar initiatives across other states and jurisdictions. As Minnesota Governor Tim Walz signed the executive order to establish this council, its primary aim is to investigate the impact of ICE operations, particularly the “Metro Surge” and Post-Admission Refugee Reverification and Integrity Strengthening (PARRIS) operations.

Running from December 2025 to February 2026, these operations have been linked to several high-profile incidents, including the deaths of Renee Good, Alex Pretti, and Julio Cesar Sosa-Celis. However, the council will not delve into these fatalities, leaving them to law enforcement. Instead, it will concentrate on alleged civil rights abuses such as the reported use of chemical agents against peaceful protestors, unwarranted stops and arrests, harm to children, and economic impacts.

The council is set to work in collaboration with Advocates for Human Rights to document these events, with a report due by December 1, 2026. This initiative reflects a broader demand for transparency and accountability, as articulated by Governor Walz, who emphasized the need for a public record to document alleged violent and disturbing actions by federal immigration agents. More details on the establishment and goals of the council can be found here.

The OHCHR’s urging for a proper inquiry into the deaths, based on the Minnesota Protocol on the Investigation of Potentially Unlawful Death, highlights international support for thorough investigations. Developed with significant input from Advocates for Human Rights, the protocol provides guidelines to transparently investigate suspicious deaths, particularly those involving state agents.

This initiative in Minnesota is viewed as a potential model for other regions seeking to address and document the impacts of federal immigration enforcement. As the Minnesota Truth Council embarks on its mission, it not only seeks to provide a comprehensive account of past operations but also aims to set a precedent for future accountability.
