Palestinian Prisoner Society Urges Global Accountability as UN Blacklists Israel for Sexual Violence Against Detainees

The Palestinian Prisoner Society has called for Israel to be held accountable for what it describes as the systematic use of sexual violence and torture against Palestinian detainees. This appeal follows the United Nations’ recent decision to include Israel on its blacklist of parties credibly suspected of conflict-related sexual violence. The organization emphasized that documentation and condemnation are insufficient and urged for meaningful accountability measures to end impunity.

In April, the UN Security Council released a report verifying cases of conflict-related sexual violence against Palestinians from Gaza and the West Bank. The report concluded that Israeli security forces were suspected of committing acts of sexual violence against Palestinian detainees, noting concerns over a lack of accountability. Documented violations included rape, gang rape, forced nudity, threats of sexual abuse, and other forms of sexual misconduct. Investigators faced obstacles in accessing detainees and detention facilities, and the report stressed that these war crimes are likely not isolated events but rather a method to strip Palestinians of their dignity and humanity.

According to the Palestinian Prisoner Society, more than 9,400 Palestinian and Arab prisoners remain in Israeli custody. The organization alleges that detainees continue to face abuse and mistreatment and urged the international community to support efforts aimed at securing accountability and protecting the rights of prisoners.

These allegations are supported by various reports and testimonies. For instance, a report by the Palestinian Center for Human Rights detailed several cases of rape and other sexual assaults against both female and male prisoners, emphasizing that such violence constitutes a purposeful method within Israel’s occupation forces. The report highlighted organized and systematic practices of sexual torture, including rape, forced stripping, forced filming, sexual assault using objects and dogs, in addition to deliberate psychological humiliation aimed at crushing human dignity and erasing individual identity entirely.

Furthermore, a New York Times column by Nicholas Kristof detailed graphic allegations of sexual abuse of Palestinian prisoners by Israeli guards, amplifying claims that guards had used dogs to rape Palestinian detainees. The column sparked a widening online debate over the credibility of these allegations, with Israel rejecting all the claims and critics questioning the sources of the information.

In response to these allegations, Israeli authorities have denied the claims. The Israeli prison service stated that it “categorically rejects the false allegations presented” and emphasized that all inmates are held in lawful custody, with due regard for their rights, including access to medical care as required and the provision of living conditions in accordance with the law.

The international community continues to grapple with these allegations, with human rights organizations calling for independent investigations and accountability measures to address the reported abuses and ensure the protection of detainees’ rights.
