CE Global Partners, established in Cheshire, North West England, since 2015, is renowned for its expertise in HR transformation, payroll transformation, and people-process change, serving high-profile clients including Magic Circle and Am Law firms. Their team of approximately 35 specialists will significantly contribute to Harbor’s mission of delivering integrated workforce solutions spanning payroll operations, global mobility, and reward management.
This acquisition does not only expand Harbor’s service capabilities but also enhances its geographical presence in the UK, a strategic move following its other recent expansions since receiving a majority investment from BayPine LP in June 2025. Harbor, which emerged from the merger of HBR Consulting, LAC Group, and Wilson Allen in 2023, collaborates with over 80% of Global 200 law firms and nearly 600 corporate law departments, supported by a global workforce exceeding 900 professionals.
