Mali Faces International Scrutiny Over Alleged Human Rights Violations Amid Escalating Conflict

Human Rights Watch has issued a critical report addressing the role of Malian armed forces, allied militias, and Islamist groups in perpetrating severe human rights abuses against civilians in the country. Amidst an escalation of violence, exacerbated by historical ethnic tensions, all parties involved are being called to account for violations of international humanitarian law.

The renewed hostilities are significantly impacting civilian safety, with Ilaria Allegrozzi, a senior Sahel researcher at Human Rights Watch, highlighting the recurrence of grave abuses. She stressed the necessity for all parties to respect international protocols, protect civilians, and ensure humanitarian aid access. The resurgence of fighting follows the formation of a temporary alliance between the Al-Qaeda-affiliated Group for the Support of Islam and Muslims (JNIM) and Tuareg fighters of the Azawad Liberation Front. Although they share a common agenda against the Malian state, their end goals diverge, with JNIM seeking an ultra-conservative Islamic state and Tuareg groups pursuing independence for Azawad.

Malian armed forces’ response to this alliance has involved airstrikes that resulted in civilian casualties and threats of reprisals against Fulani communities. These communities often find themselves caught between militia groups, leading to profound civilian distress. The humanitarian situation has further worsened due to actions by JNIM, which has curtailed fuel supplies, disrupting essential services across transportation, education, and electricity sectors, placing additional hardship on the already vulnerable civilian population.

The actions of these groups highlight violations codified under Common Article 3 of the Geneva Conventions, raising grave concerns within the international community. Widespread violence against civilians is acknowledged as a jus cogens norm, making its prohibition universally binding and non-derogable. Amid these developments, international reactions are mounting, with advocacy groups urging stronger diplomatic and humanitarian interventions. The call for accountability and adherence to human rights norms remains paramount, as stakeholders navigate the complexities of this ongoing conflict. Heightened awareness and international pressure may prove essential in addressing the cycle of violence and protecting Mali’s civilian populace.
