Human Rights Watch has raised serious concerns over a recent Russian attack on Kyiv, which allegedly used cluster munitions in a densely populated residential area. Kseniya Kvitka, an HRW Assistant Ukraine Researcher, emphasized the problematic nature of the weapon deployment, noting Russia’s repeated use of such weapons in civilian areas. She stated, “There can be no justification for using cluster munitions near homes, schools, and hospitals,” underscoring the violation of laws meant to protect civilians. HRW analyzed footage from the attack showing it occurred dangerously close to residential buildings and a hospital, raising further alarm about Russia’s operational choices.
Cluster munitions, defined as bombs or artillery that scatter smaller explosive bomblets over a broad area, have been controversial due to their high potential for civilian harm. The widespread condemnation of these weapons led to the 2008 Convention on Cluster Munitions, which prohibits their use and has been adopted by 112 states. Notably, Russia and Ukraine remain outside this treaty framework.
HRW has urged both nations to join the Convention on Cluster Munitions and work towards the clearance of unexploded ordinance to safeguard civilian lives. Violations involving attacks on civilian populations violate international laws, including the Fourth Geneva Convention of 1949, and can be considered war crimes.
