Maine State Bar Association Switches to Clio Library, Marking a Key Shift in Legal Research Landscape

In a notable shift amidst the competitive landscape of legal research platforms, the Maine State Bar Association (MSBA) has transitioned from using the Decisis platform to adopting Clio Library as of October 1. The move is part of a broader pattern of legal bodies evaluating partnerships to align with dynamic shifts in the legal tech space.

Historically, the market was dominated by Fastcase and Casemaker, which changed when Fastcase acquired Casemaker in 2021. This acquisition laid the foundation for further consolidations, including Fastcase’s merger with vLex in 2023 and subsequently Clio’s acquisition of vLex in 2025, resulting in the formation of Clio Library for $1 billion.

Decisis emerged as a competitor when RELX, the corporate parent of LexisNexis, launched it in 2022 through its subsidiary, Legal InQuery Solutions Inc. Decisis initially found success, expanding to 20 bar partnerships by 2025, including Maine inroads against Fastcase.

The MSBA, which had been a client of Decisis, was swayed by the broad array of resources offered by Clio Library. In a communication to members, the MSBA expressed their belief in a “more robust legal research experience” and highlighted the integration benefits within the Clio ecosystem, especially with the forthcoming addition of Clio Work, an AI-powered platform, set to enhance member benefits starting November.

The new partnership model is financially beneficial for MSBA, promising savings exceeding $50,000 annually. Members will enjoy complimentary access to Clio Library and an initial free period with Clio Work, aiding in cost efficiency and potentially generating non-dues revenue.

Despite losing Maine, Decisis retains its state bar partnerships count at 14, having gained Oregon recently. Meanwhile, Clio Library has grown its partnerships to include 36 state bars, underscoring the ongoing strategic jockeying in this sector.
