Just one year after Manuel Rocha, a retired U.S. ambassador to Bolivia, joined law firm Foley & Lardner as a senior international business adviser, he is now facing multiple federal charges. The Department of Justice has accused Rocha of acting as a foreign agent for Cuba for several decades, labeling it one of the longest infiltrations in U.S. history. This includes time spent at Foley & Lardner, which first hired him in 2009, then rehired him last year.
According to federal prosecutors, Rocha re-engaged with the firm in December 2022 and during 2022 and 2023, he met with an undercover FBI agent and confessed to “40 years” of work on behalf of Cuba.
