Allegations of Child Abuse by Venezuelan Authorities Under Scrutiny in Wake of Disputed Election

  • Amnesty International has reported a disturbing pattern of torture and arbitrary detention of children by Venezuelan authorities following the country’s disputed July presidential election. According to a report published by the organization, nearly 200 children have suffered severe mental and physical harm due to abuses by Venezuelan security forces.

  • The July election, marred by controversy and alleged fraud, saw no clear resolution due to abrupt disruptions in the electronic transmission of results by the National Electoral Council. This was detailed in an interim report from a UN Panel of Experts, which also criticized the council’s failure to publish detailed election results.

  • Amnesty International’s investigation documents specific cases of children being held in inhumane conditions, facing ongoing trauma and unfounded criminal prosecutions even after their conditional release. During a post-election crackdown, at least six incidents of arbitrary detention, torture, and violations of fair trial rights were recorded.

  • Agnès Callamard, the Secretary General of Amnesty International, called for the immediate release and redress of all affected children, arguing such state powers should never be exercised against minors. This plea aligns with a wider context provided by the Human Rights Watch, which has been documenting the ongoing humanitarian crisis in Venezuela, including large scale migration due to economic and social distress.

  • The alleged abuses also come as the International Criminal Court (ICC) continues its investigation into potential crimes against humanity in Venezuela. This investigation, as per the court’s announcement in June 2023, had faced delays due to Venezuela’s request for deferral, arguing for domestic investigation efforts.
