The United States Postal Service (USPS) has appointed Keith E. Weidner as its new General Counsel and Executive Vice President, following the retirement of Thomas J. Marshall on February 1, 2026. Prior to this appointment, Weidner held the position of Deputy General Counsel at USPS headquarters in Washington, D.C. In that role, he oversaw various legal practice areas, including procurement and property law, corporate and postal business law, legal strategy, and legislative advice. He also provided counsel to Postal Service leadership. ([about.usps.com](https://about.usps.com/who/leadership/officers/general-counsel-evp.htm?utm_source=openai))

Weidner’s tenure at USPS began in 2003 as an honors attorney. He has since served as an attorney in the Legal Policy and Ratemaking organization and as the Chief Counsel of Legal Policy and Legislative Advice. He holds a Juris Doctor from Georgetown University Law Center and a Bachelor of Science in Political Science from Florida State University. Thomas J. Marshall, Weidner’s predecessor, retired after more than 30 years with USPS. Marshall began his career as an attorney in the Eastern Area law office in Philadelphia and held various managing counsel positions before being named General Counsel in May 2013. During his tenure, he was responsible for supporting USPS in all aspects of its business, including network rationalization plans, price setting, product development, and other major business and strategic initiatives. Marshall is noted for leading the law department in developing creative legal solutions to complex issues. For instance, under his leadership, the department successfully obtained the exigent price surcharge in effect from 2014 through April 2016, resulting in significant revenue for USPS. Additionally, his legal strategies enabled USPS to continue operations and adjust prices and products during a period beginning in 2014 when the organization lacked a statutory quorum of the Board of Governors. Weidner’s appointment comes at a time of significant leadership changes within USPS. In May 2025, the USPS Board of Governors appointed David Steiner as the 76th Postmaster General and CEO, succeeding former Postmaster General Louis DeJoy, who resigned in March 2025. As General Counsel, Weidner will be responsible for assisting USPS in all aspects of its business, including rationalization plans, price setting, product development, and other business and strategic initiatives. He will manage a complex legal department with branch offices in 17 major metropolitan areas nationwide. Weidner’s extensive experience within USPS and his comprehensive understanding of the organization’s legal and strategic operations position him to effectively navigate the challenges and opportunities facing the Postal Service in the coming years.
